Our process is to complete the authorization for destruction, which
includes the record name(s) and location(s, PRIOR to destruction.  Upon
approval and certified destruction, the certificate is signed and
forwarded to the repository.  

Perhaps I am not understanding the definition of 'transitory' records.
If the information is classified as a record -- of any type -- it should
still be managed in the same manner as any other record irrespective of
retention period, right?  If it is not really a record, then does it
matter?  

Are you talking about end users deleting emails and such which may or
may not be records?  

I'm hoping our listserv buddies out there can help set me straight.
