I bet thousands of companies both small and large are not in  compliance.  I 
never heard of this.  I can just see the CEO of GM  keeping a cell phone usage 
log as well as the HVAC service man out in the field  daily.
 
More research on this topic should be interesting.

Came  across the following blog posting. don't know much more about it, but
here  is one that records managers could get behind as well as our
professional  association. Wonder how many companies are aware of this
regulation, how  many are out of compliance
