Now that you've clarified this, be aware that these activities represent two different goals. Evaluating the state of your organization's Records Management Program will give you a sense of the current practices and help you identify the gaps. Those gaps represent potential risks. You should estimate the severity of those risks and recommend actions to minimize them, but your senior management is responsible for deciding what needs to be done and when. Now, if it turns out that your organization has no documented retention schedule (or if the existing one is obsolete), and Sr. Mgmt. identifies that as a risk that needs to be addressed, then you can point out that a Records Inventory is part of closing that gap.

Here are two assessment tools available on the web that might help:
