I would say that depends on the organization.  Some organizations place
company documents in a technical or research library for easier access.
This is becoming more of an electronic repository than physical, so the
librarians are involved in some indexing for easier cataloguing or cross
referencing to an EDMS or ECM.  In the U.S. library finding aids
(indices of a kind) and cataloguing are specialized methodologies for
most libraries.
