First I agree that bringing people on board from the start is the way to
go, not everyone, but a good sampling from around the organization, or
around a department.
It also works well to put the responsibility on those who want to keep
things forever. If there is no justification for retention then give
the records back. In the paper world, a couple of times I've been able
to go through a box with someone (a box they wanted to keep just in
case) and find folders that could be tossed. In one instance the whole
box went after a brief review. This review didn't take very long and
the payback was trust.
