As noted by others, you're simply going to find no consensus here. There are Fortune 100 companies with no records management personnel in house. There are Fortune 1000 companies (companies far closer to 1000 than 100) with 20 or 30 FTEs. The variables are really quite endless. You can start with the scope of responsibilities for the RIM staff. Active records? Offsite records center? Imaging? Compliance audits? Internal consulting? How many transactions? How much indexing? Discovery and forensics support?

There is not a simple answer, nor is there a standard set of processes managed by RIM.

I would suggest that most companies would respond the same way to a question of, "How many librarians per capita?"
