Almost ALL of the major ECM products have the ability to do essentially
everything you are seeking, just not in their native form.  Through the
addition of modules, third party upgrades, customization and other means,
you can configure the big name applications to do everything but backflips.

The question is HOW IMPORTANT IS IT to your organization to have some of
these features directly included in the OOTB version of the chosen
application, and what is less important that you'd be willing to "bolt on"
to have the functionality?

You should sit down with your central user population, IT, Legal, and risk
management and have them rank the features you're seeking to determine the
most critical components, then use that (along with the data and
configuration info from your existing system inventory).  

Use this to perform a complete functional needs analysis that results in a
document that can be used for an RFP/RFQ and ask vendors to submit proposals
on how they can meet your requirements.
