The college requirement appears to be based on the US civil service 
standards in existence at the time the group was organized in the early 
1970's.


That requirement makes perfect sense as long as the applicant's degree was 
in some way connected to the job applied for.  But it still does not 
explain how my PhD in basketweaving (just joking) and 5 years RIM work 
experience makes me a better CRM candidate than my senior co-worker with a 
High School Diploma and 15 years of varied RIM work experience.
