In spite of the title, it has useful advice on what things to store in
normal office areas, or locked cabinets, or vaults, and when you need to
keep access registers etc. It came out in the aftermath of 9/11, when people
got confused deciding if 'top secret' was higher or lower than 'highly
confidential' or even 'not for the eyes of the minister'.

We've proven the workability of the three recommended levels: xx in
confidence, protected and highly protected. And we've noted the implication
that in most organisations you probably only have 20 or 30 'highly
protected' documents. It works!
