I agree with William that is must be your work. However, that being said it
doesn't hurt to examine what others have done before  you from a high level
ie what steps does one need to take to implement the policy. The devil is
always in the details. That said here is a google search that will point you
to a variety of implementation plans for records management. "implementation
plan"+"records management"
