This is a timely topic as we are considering doing the same thing at
my organization.  As far as I can tell, the condition is not tied to
any specific legislation but to the requirements established by the
PCI Standards Security Council, a consortium of credit card brands.  I
would think that enough merchants and vendors raised this issue to the
Council they might be willing to change this specific requirement.
