Steven, the Multnomah County Library system (the largest in terms of per
capita circulation in the country, and the 3rd largest in terms of volume)
implemented RFID last year. This is a library setting, so the environment is
considerably different - in particular, there may be economies of scale
regarding the library that would not be available to a records/office
environment. In addition, there is an element of cost avoidance related to a
significant reduction in theft of materials. However, there are some basic
functional similarities as well - check in/check out, for example. The
reason I pass this along is that they identify specific cost
savings/improvement which may provide some help in answering your questions.
