What happens at Congress may mirror what's been happening in society at 
large in the last 30 years.  Prior to widespread use of electronic documents, 
people took very good care of that one paper original.  Afterwards, losing the 
paper document became not so big a deal (we can always print another one 
off!) - and paper use exploded.  It's been a long haul, but I'd suggest that 
society is only just now getting its head wrapped around electronic documents 
as a native medium.
