Is it simply an additional control, or is there any opportunity to increase organizational visibility by taking on shredding? Or, is it just an additional headache?"

Pilar's thoughts (on the spur of the moment) - For larger, multi-office organizations I think there are economies of scale that will benefit from centralization and standard terms & conditions.  It doesn't have to be centralized under Records, but I believe that our profession's practitioners tend to have more interest in and knowledge about the security/privacy issues associated with shredding than a typical office services or general admin support department would.  So, Records would probably do a better job of reviewing/modifying the terms & conditions to protect the interests of the organization.
