And where else should it be located?  I see this as a clear part of Records.  The security and confidentiality of our physical information falls, I believe, within my scope of responsibility.

Centralization of a shred program helped me in a lot of ways.
1.  Cost benefits from economies of scale 2.  Cost controls by limiting unscheduled services which were higher priced 3.  Ability to identify and manage potential risk associated with noncompliance at the point of service 4.  Ability to defend in the organization in the face of an adverse event by demonstrating a good process and showing proof of regularly scheduled service.  While it might not eliminate loss, it did help reduce damages.
