Christina, Multnomah County maintains a series of generalized
classifications called "program specialists" that might offer some ideas
about salary range and other general qualifications. I have 2 records
management analysts working for me that fall under this classification,
with specific duties outlined in their job descriptions (not available on
the web). I have used those analysts, much like you, in a shifting series
of duties that evolve based on strategic needs over time. For example, one
started out focusing on retention scheduling, and is currently focusing on
archives. In addition, there is a records administrative assistant
classification that might give ideas on more entry level concerns specific
to records management. You can find our job classifications here:

Its not uncommon to see cash strapped programs develop in this manner in
local governments and other entities. Often, the management core is either
records management, or archives. From that core then begins developing the
additional duties and disciplines needed. Multnomah County started out very
much from a records management core that led eventually to an increasingly
sophisticated archival capability. I've noted that many state archives have
developed in the opposite direction - beginning with an archival focus,
then branching into records management. Right now, I would say this is the
more common trend in government, though not in the private sector (which is
another example of  what I've noticed for some time is an increasing
divergence between the two).
