I'm going to echo everyone else here that says the FDA retention is minimum.  The research facility I work at has done chemical research since the 1920s and one thing I've learned in my time here is that raw data is vital.  Not only is liability an issue, the research may be revisited years later.  It is not uncommon here for researchers to return to work done 30 years earlier and need/want the raw data.
