Carol,

My experience says the same. I have been focusing on providing
information governance coaching to clients for more then two years now and
have been most successful when the client understands that the focus of
Information Governance shifts from operations considerations to strategic
considerations.
Since a level five in the Maturity Model is strategic in nature then
your insights are right on. Normally we don't encourage the client to go
much further then a level three because their focus is on operations and
the higher level is an unnecessary expense. However information governance
does not even come into effect until a level four or five.
I appreciate your continual comments as evidence of the higher level of
RIM interest and involvement, we as professionals are now striving for.
