I have to agree with the others.  My predecessor at Miss. Dept. of Archives & History had a saying, "Image for access; microfilm for archives," and I still swear by it.  You can actually create microfilm from the electronic images rather than scanning and then filming the paper copies.  You can also tweak the digital images of old paper records to get a better copy for microfilm.
