There are definite advantages to microfilming (once I find the location on the film, I can read it with a bright light), but that is also a business decision (at least in Missouri).  We have chosen to scan only and then destroy paper.  However, we store our scanned images in only specific formats and store in two locations (separated by about 75 miles) on WORM (write once, read many) software/equipment, that is monitored by our IT staff and our records staff.

Microfilm has its downsides as well.  We have a lot of microfilm of our older records and we have to store it special (vault with specific humidity/temperature) and it does deteriorate with time, and storage is not cheap.  Also, the fact that the "technology" of microfilm is used less and less, which means the equipment, supplies and "experts" for inspection are all getting harder and harder to find.

No one solution is perfect, but which ones works best for you and follows your state guidelines.

I have to agree with the others.  My predecessor at Miss. Dept. of Archives & History had a saying, "Image for access; microfilm for archives," and I still swear by it.  You can actually create microfilm from the electronic images rather than scanning and then filming the paper copies.  You can also tweak the digital images of old paper records to get a better copy for microfilm.
