My two cents
1-the shredding company is providing a service
2-we basically rent the bins on a  monthly basis
3-the information contained in the bins on site is company information
4-people do make mistakes and add something to the bin accidently (not sure if I want to call the company up and tell them to open the bin so I can get something out)
5-most of the locks I have seen are not that robust and can be easily snipped off
6-more important to me is what happens when the info leaves the building, that process is probably the most critical to the shredding process.

I believe that someone (records, security, CEO, CFO, CIO) should be able to unlock a bin, either to add large volumes or to pull something out if needed.  Hey dumpster diving is at an all-time high now.
