There is no definitive answer to this question. And I doubt there will be
many common responses from people, even in the same industry segments.

Many times, organizations will move RIM from one functional area to
another, depending upon the scope of the program or which areas it
supports/interfaces with the most.

There's not much question all of the information assets RIM has physical
control of or manages the policy and practices for have administrative and
business value, or that in MOST settings, there are Legal and/or Compliance
responsibilities associated with their management... but none of that make
a clear-cut choice where the function should report organizationally.

Over the time I've been involved with RIM, I've seen it report to Finance,
Legal, Operations, Audit and Oversight, CIO, IT, Facilities, Business
Management, Corporate Secretary.... and none of them were ideal.
