A Question Regarding "Building", or "Constructing": how critical is the depth of the foundation? How does one determine if a "shallow" foundation, or a "deep" foundation is needed?

Now -- turn the question towards building or constructing a records management, or an information management, or a content management program: how deep does the foundation need to be and how is that depth determined?

Further, once determined, how did you go about building that foundation?

Finally, how long did your records, information or content management structure sustain itself, and why?

Only serious respondents need provide thought and commentary, but...
