While there is no one way to create a RIM program (which includes retention and disposition), ARMA has several publications that are very helpful. Check the selection at the Bookstore site (https://members.arma.org/eweb/home.aspx?site=ARMASTORE click on Publications at the top).   AIIM is a good resource for technology and technical applications like enterprise content systems.  Also, look at the free downloadable research papers at the ARMA Educational Foundation site (http://www.armaedfoundation.org/ click on Research Reports on the left).  You might find some helpful information there.
