The concept of "+ current" is to limit purges to once per year. Your first client is correct in that all files that closed in 2013 are eligible for destruction on 1/1/15, whether they closed on 1/2/13, 6/1/13 or 12/31/13. Following that, no more purges should be approved until 1/1/16.  I think we all have plenty to do already without having to do monthly or weekly purges.
