1.       Business creates a report for the GM, the GM signs, and presents the report to the Board.
	I would consider the report as part of the BOD record as the report was presented to the Board.
2.       Business creates a correspondence to send out to another party, sends it to the GM for signature; the GM Office returns the correspondence to the Business for distribution.
	I would consider the correspondence a GM record as it goes out under his signature.  Who distributes it is immaterial.  We have our mailroom distribute a ton of business content and I would never consider them the owner just because they did the distribution.  Please note however that because we are talking about correspondence, the retention requirement may well be that of the business unit based on the content.
