A very important distinction, Christopher, thanks.  

Federal agency records managers will need to fully understand what compliance with the Dec 31, 2019 deadline requires, BEFORE making investments in technology and services to address the problem.  This is particularly true given that memorandum M-12-18 is an entirely unfunded mandate.
