I know exactly what you're talking about!
Our state's local government records liaison says the "rule of thumb"
is computer for access and microfilm for archive. Unfortunately, this
ISN'T written anywhere as official policy. Our office's land records
went from books to images last March and I cringe when my boss keeps
saying we'll get "microfilm backup" some time in the future. Our IT
people always tell me, "We can just put ___ on CD!" To which my boss
replies, "Gold CD!" They just don't get it! All I can do is keep
trying.
