Steve,
Those are excellent questions that each records manager should consider.  I
suspect that many of the new folks to the industry may not know the answers or
find there are grey areas in their thinking. I for one don't know the exact
answer to a few of those questions and I should, given my years of experience
but sometimes you forget to think about it.
