Jim,

At the first level it is not that large of a leap. I would compare the
system administrator folks to Records Center operations. They might not
"own" the records, but they are responsible for the maintenance, access,
security, and disposition of the records under their control. IT should
as part of their operation work with RM to ensure that the records are
maintained according to their retention period. 

After the first level... well.... things get a bit complicated

        I am seeking assistance on IT records. Specifically, which
records would they be the "owners" of and thus listing them on a records
inventory report. Our IT department has stated that they don't own any
records. Who is responsible for reporting on backup tapes? for example.
