At the University of Tennessee (Knoxville campus) a decision was made 
a long time ago that it was in the best interest of the 
university--particularly with HR files having looooooong 
retentions--to do filming "free." We also do filming of records 
series without a long retention, but the unit pays for it.  If I were 
in Gus's place, I'd say, "sure, we will do the scanning--on a 
cost-plus basis" and get full recovery on all of it--equipment,staff, 
media--the whole bit.  Yes, take it into your shop the same way you do filming.
