You might want to try printing to safety paper.  That makes the document
more difficult to copy or image.  

A bigger question I would ask is what is the risk.  I can rework
anything you have if I am willing to do it, from paper images, even with
unrelated documents.  At what point are we spending resources for very
little or no return on investment.

Let me provide an example.  Some years ago, somebody in the educational
world decided that printing college transcripts on safety paper was a
great idea.  After all, if they couldn't be copied, the could sell more
transcripts (or safety paper).  The downside is that we (state
government) are required to retain copies of transcripts when we do
licensing (teachers, nurses...).  Licensing agencies are rapidly
adopting ECM technologies to automate their work activities and provide
access to licensing documentation.  Images of transcripts are of
questionable quality and extremely large.  

There is nothing we can do with those already on file, however, we can
do something about those that will come in going forward. We have told
educational institutions that we will no longer accept transcripts
printed on safety paper, they must be submitted on plain white paper
with no background or watermark.

If safety paper is the only way to protect the sanctity of your
(transcripts, procurement, hr or other) processes, you have much greater
problems than the possibility that someone might tweak a document.
