Actually this was not developed by just DOD personnel.  There were many
"task forces" involved in the development of the standard.  One task
force I was involved in was DOD personnel from all branches of the
military.  There were other task forces made up of industry
representatives.  There were participants from private companies as well
as academia.  While it is true that the standard was developed for DOD,
what is not true is this statement "wasn't developed by a balanced body
of participants across the spectrum of industries".
