Ronald,  I see what you're trying to accomplish especially for smaller 
businesses.  My wife used to keep her small companies back-up in the van 
over the weekend through Iowa summers and winters.  Here are some 
additional idea's and considerations

1)  Use one of the protective off-site services that send the back-up 
directly off-site- no need to send anything anywhere.  Be sure to do your 
due diligence on this as it adds another layer of complexity
2) Be sure that the controlled  environment is somewhat maintained if 
sending tapes ,etc between facilities
3) On-site media cabinet ,etc need to be Fire resistant to the NFPA 32 
fire standards.  Doesn't do much good to have them climate protected if 
fire,etc can destroy them.   Media should be to 125 degree 4 hr rating for 
on-site storage and then cross your fingers.
4) Far away off-siting isn't really mandatory IF you protect them 
correctly 
5) Think about disaster recovery hard as it could be weeks before power 
and facilities are restored -  mirror you environment somewhere. you might 
have tapes, etc and nowhere to use them.
6)  Limit the length of time you keep back-ups-remember they're only for 
disaster recovery not for convenience or RIM.
