I believe a contract with an offsite storage vendor with a media vault WITH
fire protection and WITH climate control is your best option.  And with a
service agreement that specifies a delivery time that would satisfy the
users.  There is no need to reinvent the wheel, and the offsite storage
vendors will fall over themselves proving to you and your client that their
vault reliably provides the conditions you need.  Also, your client will
not be paying for empty space in their vault or run out of space.  Your
client should think of the costs as business resumption insurance.

Not an offsite storage vendor.  Not an accountant, so I really don't know
how businesses charge it on their books.
