Similary to retention periods, the wording in legislation may not always be
obvious and direct.  Such may be the case in Canada, as in our Access to
Information Act, where the Act specifies:

Canada’s Government must provide:
- Description of the organization and responsibilities of each government
institution including details on the programs and functions of each division
or branch;
- Description of all classes of records under the control of each government
institution in sufficient details to facilitate the exercise of the right of
access under the Act;
- Description of all manuals used by employees of each government
institution for the purpose of carrying out any of the programs or
activities;

This does not directly imply MUST CLASSIFY files, MUST TRAIN employees,
however, it infers that the Canadian government must produce records within
a specific limited timeframe when asked (unless confidential, etc.) and in
order to do this ALL staff must be trained in a manner that supports the
institution's ability to manage ALL records consistently.  The Act further
extends government employee accounability through the fact that the manuals
(digital or paper; classification Schemes, training modules/manuals
(delivered in paper; digital (intranets, etc.) are subject to inspection by
the public. By extension and similar to the fact that
inadequate/insufficient classification can lead to a government
institution's inability to locate records, it might be arguable that
inadequate/insufficient training and/or manuals (to support carrying out a
comprehensive Records Management Program activity) could be construed as
deliberate tactics leading to potential failure to identify, retrieve,
locate records (in a timely manner or otherwise) as legislated by law.

I need to know if there are any government or legal requirements that
mandate companies provide training for All Employees to ensure awareness
of Records Management Policy and Procedures.
