Piece of cake.  In ND we had similar retention timeframes.  The
timeframe was used for items for which there is no retention period
required by statute or regulation.

Sometimes, but not always, it was used in conjunction with an archival
requirement.  In these cases, the information was to be held by the
agency until "no longer useful" then passed to the archives for
permanent appraisal. 

In other cases, the records were to be held until they were no longer
relevant to the operation of the agency and could then be destroyed.

Please note that: 
 - The use of this retention is very limited, and,
 - disposition of the records would always be halted in the case of a
litigation or similar hold.
