I think what's happened here is that certain entities have chosen to reuse
the term "data mapping", similar to the decision to reuse the term
"lifecycle management" to suit their intended purposes and needs.

The text in the FRCP and subsequent procedures being suggested by others to
address those requirements discuss the need for a "data map" to be developed
which describes what data exists and where it is.  I guess it could be
called a map, a key, a legend,  or some other such term... but they must
have though "dat map" sounded right.
