Would anyone like to put their 2 cents in on the following topic.... 

Why a document control/records management/knowledge management
function...

IMHO the responsibilities should be shared between the IT department and the
Records Management Office/Department. But the responsibility for running the
project should reside with trained and experienced RM personnel.

IT people typically don't understand Records Management concepts, and
typically, Records Managers aren't IT gurus.

That doesn't mean that all RM's are luddites, but technology is always
changing, just as RM rules and regulations are always changing and evolving.
It is difficult enough to stay current in your own field, let alone staying
current in two.

IT plays a very important role in Records Management, so they need to be
part of the team, but IT managers can't be expected to stay current on RM
best practices and regulations - they have a tough enough time keeping up
with changes in technology.

The major problems I've witnessed were when there was little cooperation
between the RM and IT groups.

RM should carry the torch, but the IT folks should be included from the very
beginning of the planning process.
