Should Not!

IT does not understand the complexity of RM requirements and want to
simplify them. 
For example, you would never convince a IT Manager of Client based
E-mail Management solution. 
Nine out of ten times he would go with the server based solution.   
RM & IT should report to the same division Manager (Director of
Administration, COO or something like that.)
RM needs to work with the General Counsel and the IT Department like
other departments need to, but it is silly that RM needs to be under IT.
Additionally I want to point out that IT is losing a lot of cloud and
merging RM with IT would be like the merger between AOL and Time Warner
right before the .com bubble busted.
