Why use a nationwide single contract?  Frankly it has nothing to do with cost and everything to do with attempting to provide consistent and standardized records management. 

Many companies have the same problem.  Records are stored here and there and then 'things change'. Suddenly the company is paying for storage on stuff that no one knows anything about and which may or may not be important.

The corporate records management staff has at least a fighting chance of providing assistance to record users and owners, If we have some idea of what is out there.  

You are correct, there are very fies vendors that are truly national companies -- and that is a drawback.
