Just a thought:

Depending on what kind of an agency you work for, Office of Record may also
be important, and the record series (meaning functional type of record or
its important attachment), might be more important than a "subject" in order
to discriminate retention periods.

Records generally fall into four major categories, those that are routine to
every department (sometimes called housekeeping files), those that are
mission- related to any given department or office based on their functional
responsibilities and relationship to the agency as a whole, those that
obligate the agency or department (Law and legal or rights and interest
files), and those that are "subject oriented" reference files.
