As an SME (emphasis on the "S") we seek every opportunity to manage costs. 
And, here in Asia, there is far less choice in file supply items.  The
preferred folder is a legal style binder that is grotesquely inefficient and
space consumptive.  Even as the guy in charge of records in the Hong Kong
government, it would have been a long (long, long) effort to improve
practices in this area.  I digress ;-)   

When consulting in Canada, my internal practice was to slip one metal
fastener (e.g. Acco fastener) into and through the top hole while papers are
still in the binder, bending it around to sync up. The removable binder
label was hole-punched for insertion on the same fastener.  This keeps
things together while removing from the binder and is an ongoing aid when
boxed.  Binders were reused for cost savings and storage is improved.  

Here in Asia,  I have used a similar approach with a device that looks like
this:   |- - - -|   where the | is a one inch metal bar and the - - -
represents a string connecting the two little bars.  This slips through the
holes and has the added advantage of being cheap and easily disposable.

Any other creative solutions out there?
