This has been debated at length recently and several times a year in the
past, a prowl through the listserv archives may help. My impression is that
the most common reporting lines are Corp / Admin services, IT and Legal /
Compliance.
I prefer not to hang my basket on compliance. Two reasons: if the law
changes you can be out of a job; and we exist to support the business and
help them work better - compliance is only one of several business needs for
good RM.
I'm part of Corporate Services, and have been in three previous jobs, but
there is no consistency in what 'Corporate Services' means - one included IT
but not HR, one included HR but not IT, and one had neither. The only
logical one defined corporate services as "anything back office or not front
line core business". It made it easier for a new owner to give us all the
flick after a takeover!
Cheers

These views are mine alone. They may or may not be those of any
previous or present employers or clients. I don't know. If I'd asked
and they'd agreed, I would have signed it "Harry Peck and Co and
Glenn". Or whatever. But I haven't, so I didn't.
