  I find it hard to believe that you would accept multiple years in a box which would put the company at risk.  Two partially filled boxes on the shelf would not put your company at risk and would not result in possible sanctions if your records management program was challenged for uniformity and consistency in court.
   
  Not a good practice or recommendation.
