A quibble or two, here;
You mean that the 'official record' must be static, un-editable,
regardless of how many copies, revisions, or versions of it may exist?
I'm not sure "long-term' is the best way to express- the record
retention may be only a few months or a year. That's not long-term to
most of us.
Or, would you argue the short-term stuff desn't qualify as 'records',
even though you need it and must keep it for a while?
