We are in the very same situation...we have a full-fledged purchasing
department who is fully capable of writing the RFP T's & C's, but no one
who has ever written an RFP to engage a RIM consultant for the purpose
of providing "multiple complex, long-term strategic RIM goals and
objectives", nor do we currently have documentation on evaluation of
potential consultants.  

Our biggest challenge is how do we ensure all of the requirements are 1)
identified, and 2) documented clearly enough.  For a company like ours,
which has not previously undertaken an enterprise-wide RIM initiative,
it's a daunting undertaking.  We feel we need the help of subject matter
experts just to complete the RFP.  However, that scenario may create a
Catch-22 situation with many RIM consultants, in that most would rather
be selected for the longer-term strategic engagement than the
shorter-term RFP engagement. (Using the same for both raises concerns
regarding validity of requirements and conflict of interest, I think.)

We have been accumulating information, which I am certainly willing to
share, but it may not be any better than what you already have.  One of
the best suggestions I've been given so far is to include a performance
clause regarding quality of work and satisfaction with results which is
linked to payment for services.

Advice based on 'lessons learned' from others who have engaged the
services of RIM consultants in strategic RIM Initiatives, e.g. a Records
Assessment, would be greatly appreciated.
