Michel, I can recommend three publications:

ARMA's "Guideline for Evaluating Offsite Records Storage Facilities" available from the ARMA Bookstore:
http://www.arma.org/bookstore/productdetail.cfm?ProductID=2220
ARMA's "Records Center Operations, 2nd Edition" also available from the bookstore:
PDF download - http://www.arma.org/bookstore/productdetail.cfm?ProductID=1197
Print version - http://www.arma.org/bookstore/productdetail.cfm?ProductID=1198
and NFPA 232 "Standard for the Protection of Records" from the National Fire Protection Association:
(2007 edition) http://www.nfpa.org/aboutthecodes/AboutTheCodes.asp?DocNum=232&cookie%5Ftest=1

My former employer had plans to build our own facility, so I did a good bit of research using the second two items. When that fell through, we re-bid the contract with our commercial offsite provider. The ARMA guidelines had just come out as a draft, so I was able to use them, too.
