Earl,
When you need to reach a large audience over an extended period of time,
once developed, CBT works well and depending on the software and any
possible licensing or development costs, is pretty cost effective. To
me, CBT has many advantages in today's world, but must be done in a way
that maximizes the use of the time of the person who is taking it.  I
have taken some great CBT courses and some snoozers.

In my previous job at UT System, I developed RM "awareness" training
called Records are Everybody's Business that was deployed to @600+
employees.  I developed the training in Powerpoint but the audio and
quiz were added when the presentation were migrated into Macromedia
Breeze.  Like records management, training is a skill set that not
everyone has and requires some knowledge and experience.  I have a
background as a teacher and trainer so it was natural for me to do the
development myself.  I spent more time on developing the content than on
the actual mechanics of the presentation.
