If this is a commercial building, many municipalities are required to
keep the drawings permanently as per their state retention schedules.
This is cheaper than going to the engineer on the drawings as the
municipalities charge less for the copies. For residential drawings,
there usually is no such requirement. I know this from first-hand
experience.

Sorry ... deleted the message that was discussing engineers habit of
retaining everything and a lady on the list tried to convince her
brother
(an engineer) that he didn't need to retain.  If a professional civil
engineer signs the seal on a drawing he has the responsibility to retain
permanently (or life of asset/entity) the drawings and documents
pertaining
to the project.   I also believe, but can't substantiate per law, that
the
company who the engineer works for also has the responsibility, or
should,
retain a copy of the drawings and documents since they will in most
cases be
part of any suit against the engineer as his employer.
